Case of National funds for food security in Mali

I. Intervention context

  • Prospective study : Mali 2025
  • National strategy for food security adopted in 2002 along with a operational strategy by 2015 and a five-year program 2003-2007
  • Creation of a commission for food security
  • Locust invasion in 2005 of the Sahel strip

=> Weak mobilization of PTF announcements (Technical and financial partners) after the Malian Government’s call for the international cooperation to help stricken populations, particularly those from the North who have suffered the most from the locust invasion.

II. Actions, methods and work tools

  • Organization of the 1st fortnight edition on human rights by the peoples’ Movement on the right to education in December 2005
    → Conceptual debate on the right to food
    → Experience exchange forum on the right to food
    → Press conference on the right to food
    → Organization of ORTM’s program Actuhebdo on the right to food;
    → Contribution to EID on the right to food
    → Organization of several meetings at the food security commission (CSA)
    → Several meetings held with the National Assembly deputies and technical councillors from the Ministry of Economy and Finance
    → Organization of a national workshop on nutrition in 2007 by the CSA mentioning the recommendation

III. Results achieved

  • Establishment of a national network of organizations intervening on the right to food issue (Alliance contre la faim)
  • Registration of the National funds for food security to the Malian finance Act
  • Existence of cereal banks in each of the 703 country’s districts
  • Rapidity of the State to intervene in urgent cases
  • decrease of the presence of famine Reduction of the cereal prices speculation

IV. Difficulties encountered

  • Weak organization of civil society: Lack of human rights strategy; No speakers’ network on the right to food; Ignorance of the right to food texts
  • Scepticism of the Food security commission
  • Ignorance of procedure to record budget funding into the finance Act
  • Constitution muteness on the human right to food
  • Weak employment of the human rights approach in the programme / financial planning

V. Recommendations

  • Appropriation of the institutional, legal environment and national planning schedule and if required international for the issue to be dealt with
  • Development of a framework for open debate between the different actors concerned by the issue
  • Promotion of the global approach and comprehension on the issue of rights = rights diplomacy
  • Ability to share the organization the initiatory action plan otherwise use humility
